BOARD OF DIRECTORS

SENATOR MAIME LOCKE

Board Member


Senator Maime is a member of the Virginia State Senate, representing District 23.  After graduating from Tougaloo College, she earned her Masters and Doctorate's degree in political science from Atlanta University. In 1981, she joined the faculty of Hampton University, where she continues to teach political science and history; she also served as Assistant Dean and Dean of its School of Liberal Arts. She has published articles and book chapters on the issues of gender and race in politics.


In 2000, she served as Mayor of Hampton, VA, becoming the first African-American woman to do so.  In 2003, Locke became the third African-American woman to win a seat in the Senate of Virginia. Representing the Second District, she has been a strong advocate for education, women's rights, affordable housing, and equity in the criminal justice system. She assumed office for District 23 in January 2024.

JULIO MARTINEZ

Board Member


Julio serves as Chief Executive Officer for Mno-Bmadsen. In this position he develops, leads, and executes the overall investment strategy. Currently Mno-Bmadsen has holdings in 4 distinct sectors. Professional Services, Construction, Manufacturing, and Real Estate. Prior to joining Mno-Bmadsen in 2016, Julio successfully served as the CFO of tribes in Florida and in Oregon. With a track record of proven business success in a variety of business settings, Julio dedicates those skills to support the continued growth and success of Mno-Bmadsen. 

MICHAEL D. MINER

Board Member


Michael is a retired, disabled US Army Veteran and a retiree from the US Government, US Customs and Border Protections Agency. For more than 33 years he conducted studies and analysis in various capacities for a myriad of organizations across public and private domains. He is a convincing and credible program leader able to coach, motivate, and mentor team members in support of ambitious operational/program goals. Additionally, he is adept at conveying complex operational and technical issues in understandable formats while defining and implementing overall strategic plans.


His current activities including developing affordable, energy efficient, and accessible homes for aging adults in his hometown of Jackson, TN. He also provides analytical consulting services to government and private entities through his management in consulting company, SynEnergy, Inc.


Michael holds a Master of Arts in Applied Mathematics from the University of Maryland and Master of Science in Business Administration from Boston University. His undergraduate degree (Mathematics and Economics) was obtained from the United States Military Academy, West Point, NY. He is a Covey Institute Trained Facilitator of "7 Habits of Highly Effective People", and a Lean Six Sigma Black Belt.

MELVIN PORTER

Board Member


Melvin Porter is retired from the United States Army as an Armor Officer after serving 21 years in uniform. He works for the DoD Join Staff as an Operational Environment Exercise Planner as a government civil servant. Working as a leader in many organizations both professionally and personally, he has developed his team-building, organizational, and planning skills. An MBA graduate, he is currently pursuing a Doctor of Business Administration at Walden University.


A native of Virginia, he married the girl next door the former Antoinette Rodgers. Antoinette and Melvin have a chocolate lab named Buddy, and they are both very active in their communities.

  • Experience: After a deployment to Iraq in 2011, David began working in Knight Solutions' Operations Department as an APM in 2013 as part of two design-build cemetery expansions for the National Cemetery Administration. Following the completion of those projects, he was assigned a project management role on an IDIQ contract for the Smithsonian Institution. Before deploying in 2016, he also negotiated the award for the Poplar Grove Cemetery restoration. He returned to the company in 2017, and in 2019 moved back into Operations. David successfully won, managed, and closed projects involving cemetery expansion, historical restoration, cleanroom construction, as well as commercial and historical construction for the Department of Veteran's Affairs, National Park Service, DoD, USDA, and National Archives.

  • Experience: 27-year veteran in the United States Navy, retiring as a Commander in 2014. Completed 7 at sea deployments to the Persian Gulf, North Atlantic, Caribbean Sea and Pacific Area of Operations. Completed 4 overseas deployments to Iraq, Afghanistan and Bahrain. Significantly contributed to the rebuild of the electrical grid and sanitation systems within Kabul and Kandahar Afghanistan. After retirement from military service, Rodney became the President of DK Paragon Custom Builders in Chesapeake, VA and conducted builds and remodels of government hospitals and residential interior and exterior homes. Joined Knight's team as a Superintendent in 2021, completing the expansion project of Marion National Cemetery.

In addition, he has completed some speciality carpentry projects for large retailers.
